It seems like hard work, but it’s really worth the effort and you won’t have to do it for long. Using it the right way will help improve bladder and bowel control, it just takes time.
I would really doubt at this stage if you need to bring in professional help. She is still a child and needs to learn well with love, attention, consistency and discipline.
I have personally brought home dogs that are a little older than your little girl and they have been spayed, settled and doing well.
If, later down the road, you run into behavioral issues etc. that you feel you need help with, at that point you can seek professional information. We hope this does not happen.

This is one of the main problems with dog pads – they look like toys more like legitimate ‘little blobs’! Have you tried using a spray that you can buy to attract the dog to a certain place? They can help.
Personally I would recommend trying a litter box or one of the ‘grass’ dog litter boxes as these are more likely to be successful. You can find some of them on my Potty Training page.
If that doesn’t work, then you may have to use a crate, but find one that will give your little one a half day break, potty and some exercise. A friend, relative or neighbor perhaps, or a pet. Given some time, she can go to her crate without having to “go” all day.
However, since it’s also built at night, you’ll need to give it plenty of TLC time when you’re home in the evenings and on weekends. He will need a lot of exercise and mental stimulation (play and drill).
